Prosper and Celina officials are finalizing land-use plans for the future Dallas North Tollway expansion to attract office, retail, and commercial growth along the corridor.
As construction on the Dallas North Tollway extension nears its late 2027 completion, officials in Prosper and Celina are working to define development standards for the adjacent land. The two cities are proactively refining zoning and economic incentives to attract high-intensity commercial projects, including office campuses, employment centers, and retail, aiming to bolster their tax bases and shift land currently under agricultural exemptions onto the tax rolls.
Prosper has formally adopted development standards for seven areas along its 3-mile stretch of the tollway and created a tax increment reinvestment zone to manage infrastructure. Meanwhile, Celina, which encompasses 10 miles of the future corridor, is utilizing market studies and performance-based incentives to target corporate relocations and job centers that can provide long-term economic sustainability.
