Dallas City Council approves a $49 million incentive package for the $103.2 million West End Lofts mixed-use development.
The Dallas City Council has greenlit a $49 million incentive package to support the development of West End Lofts, a transit-oriented project slated for the city's historic West End district. Led by developer Sycamore Strategies, the $103.2 million project will transform underutilized historic buildings and surface parking at 805 Elm Street, 711 Elm Street, and 211 N. Austin Street. The development is positioned near the West End DART light rail station and El Centro College.
The project includes the construction of a new 6-story building alongside the rehabilitation of the 805 Elm Street historic building, resulting in a total of 154 mixed-income apartments, of which 63 units are income-restricted. Plans also call for 26,462 gross square feet of retail and commercial space, a 25,751-square-foot plaza, and the restoration of a historic parking garage at 711 Elm Street containing 140 spaces. Funding for the project consists of $54.2 million in non-city sources, alongside the city's $49 million contribution comprised of TIF district funds and general obligation bond proceeds.
