The City of Rifle is evaluating a comprehensive five-year capital and maintenance plan spanning 2026 through 2031, covering approximately 150 potential projects with a total estimated cost of $217.5 million. The proposed portfolio is split between 48% maintenance and 52% capital construction projects across water, wastewater, street, and general fund budgets.

Key infrastructure items identified in the planning document include the South Lift Station, improvements to the Park and Ride, and the Colorado Highway 13 pedestrian bridge and corridor. Additionally, the city is considering facility-specific upgrades, such as a potential new police department building estimated at $10 million, alongside smaller maintenance tasks like rekeying facility doors and replacing exterior water plant doors. Officials intend to pursue grants from organizations like the Colorado Department of Local Affairs to offset costs.
