Salt Lake City Homeless Strategy Conference Targets New Federal Treatment Mandates

Robert Marbut, a senior adviser on homelessness for President Donald Trump’s administration, headlined a conference hosted by Solutions Utah at The Grand America Hotel in Salt Lake City. During the event, Marbut detailed a strategic shift away from 'Housing First' models, advocating for policies that prioritize mandatory substance abuse and mental health treatment as a pathway to self-sufficiency. He highlighted the adoption of similar crackdown-oriented strategies by mayors in cities like San Francisco, Philadelphia, Austin, Houston, and Portland.

While state officials and the organizers at Solutions Utah signaled support for these tougher requirements and increased accountability in homeless services, the conference also drew protests from faith-based advocacy groups. Critics argued the focus should remain on addressing systemic poverty and housing affordability, while researchers at the event noted that economically driven homelessness, resulting from high rent and low wages, remains the primary driver for the majority of the unhoused population.
