The New York City Council has officially approved the development of Powerhouse Apartments at 351 Powers Avenue in the Mott Haven neighborhood of the Bronx. This project marks the first successful utilization of the city's new Expedited Land Use Review Procedure (ELURP), significantly cutting the approval timeline to just 90 days. The development replaces a former city-owned parking lot with an eight-story structure designed to provide 84 affordable housing units for low-income residents, including 30 units designated for formerly homeless individuals. The unit mix consists of 24 studios, 18 one-bedrooms, 31 two-bedrooms, and 11 three-bedroom apartments.
Designed by STAT Architecture, the building features sustainable elements such as solar panels, high-efficiency heat pumps, green roofs, and light-colored materials. Beyond residential space, the development will include a community theater, a workforce development center for young adults, and more than 6,400 square feet of public outdoor green space. The project team was selected in 2024 following a multi-year community visioning and RFP process, and construction will focus on reducing solar heat gain through recessed, angled window placement.
