The City of Milwaukee is reviewing three competing redevelopment bids for a 1.4-acre site at 2601-2643 N. Martin Luther King Jr. Dr., which formerly housed the Career Youth Development (CYD) building and Victory Over Violence Park. Each of the three proposals—The MLK Mosaic, Victory Over Violence, and Victory Lofts—seeks to transform the site into a mixed-use, affordable housing development while maintaining at least 10,000 square feet of public gathering space. The committee is expected to make a recommendation on June 1, with final approval required from the City Council regarding the land sale and potential tax incremental financing incentives.
Project details include MLKEDC’s $27.6 million 'The MLK Mosaic,' featuring 60 apartments and an 8,860-square-foot food hall; Northernstar Companies’ $18 million 'Victory Over Violence,' offering 61 units and ground-floor commercial space; and KG Development Group’s 'Victory Lofts,' which includes 48 apartments and a 7,500-square-foot performing arts venue. All proposals rely on low-income housing tax credits and require the clearing of the existing structures on the site, which the city acquired in 2024.
