Jacksonville Council Keeps All Sites Open for New Duval County Jail Project

Jacksonville City Council votes against Resolution 2026-0356, declining to exclude historically redlined neighborhoods from consideration for a future jail facility.

The Jacksonville City Council has voted 12-5 against a measure intended to restrict site selection for a planned replacement of the John E. Goode Pre-Trial Detention Center. The resolution, sponsored by council member Jimmy Peluso, aimed to prohibit the construction of the new facility within neighborhoods historically subject to redlining. Supporters of the bill argued that such a policy would establish necessary boundaries and reflect community intentions before a consultant completes its review of potential locations.

In March, the city contracted CGL Companies for $750,000 to conduct a one-year study to identify three potential sites for the new jail. City administration officials maintain that the selection process remains apolitical and data-driven, noting that the new project could encompass a campus as large as 500 acres. While the city acknowledged concerns regarding redlined communities, officials stated that the land requirements for the new facility make it unlikely that the proposed sites will be located within those specific residential areas.
