The City of Houston is preparing to launch a new homeless services hub at 419 Emancipation Ave., a facility acquired by the city last year for $16 million. Expected to open by mid-June, the site is designed to provide comprehensive therapeutic programming alongside emergency shelter, aiming to serve more than 220 individuals daily. The center features two stories of residential rooms, with current capacity for 222 beds and the potential for expansion to 320 beds.
The Harris Center is partnering with the city to operate the facility under a three-year agreement valued at up to $39 million. Unlike traditional shelters that require residents to depart during the day, this hub emphasizes continuous engagement, providing access to psychiatrists, nurses, recovery coaches, and workforce specialists. The initiative is a key component of Mayor John Whitmire’s goal to functionally end street homelessness by 2027.
