A legal memorandum authored by attorney Louise Wilhite-St Laurent has confirmed that the Leon County Schools procurement process for RFQ 113-2026 was compliant with Florida state law and internal district policy. The analysis supports the recommendation to award the construction management contract for the upcoming renovation, demolition, and new construction at Raa Middle School to Rippee Construction, Inc.
Following an administrative review, the district addressed concerns regarding scoring calculation errors—which ultimately did not impact final vendor rankings—and potential Sunshine Law violations involving an April 29 information meeting. The legal review concluded that no official action occurred at that meeting to trigger regulatory violations, and since no timely protests were filed by competing firms within the required 72-hour windows, the school board is positioned to approve the contract award at their May 26 meeting.
