New York City Mayor Zohran Mamdani has introduced the “Block by Block” housing initiative, a decade-long strategy to address the city’s housing shortage by constructing 200,000 new affordable homes and preserving an additional 200,000 existing units. The plan includes a $22 billion capital commitment for fiscal years 2027 and 2028, targeting an annual production of 8,000 city-financed affordable units—a 35 percent increase over 2024 and 2025 production levels. Key features include rent caps for extremely low-income households set at 25 percent of monthly income, expanded senior housing production of 1,000 units per year, and neighborhood-specific rezonings, beginning with White Plains Road in the Bronx and areas south of Prospect Park in Brooklyn.
The administration is also dedicating $5.6 billion over five years to the New York City Housing Authority (NYCHA), marking the largest such investment in recent history to support the renovation of 25,000 apartments, including work at the Nostrand Houses and Bronx River Addition. To facilitate these goals, the city will utilize the Permanent Affordability Commitment Together (PACT) program and the Public Housing Preservation Trust, alongside a new enforcement initiative titled “Fix the City” designed to penalize landlords with persistent code violations.
