The law, passed in 2025, provides mid-sized cities with increased flexibility in zoning and economic development to better compete for international corporate headquarters and large-scale mixed-use campus projects. The lawsuit, filed by the political action committee TAAAZE, specifically challenged the measure in relation to Axon Enterprise’s planned headquarters expansion in Scottsdale, which includes components such as housing, hotels, and restaurants.
Judge Michael Herrod determined that the bill serves a legitimate statewide economic purpose rather than being tailored exclusively to one project. By affirming that the statute remains applicable to other qualifying cities and future developments, the court upheld the Legislature's authority to set statewide zoning and economic policy. Business advocates, including the Arizona Chamber of Commerce & Industry, stated the ruling provides necessary legal clarity to attract high-wage employers and long-term investment into the state.
