Senate Bill 941 aims to cap commissary markups at 35 percent of market price for immigration detention centers across California.
California lawmakers are considering Senate Bill 941, legislation authored by Sen. Steve Padilla that seeks to regulate pricing for goods sold in immigration detention center commissaries. The bill, which has received bipartisan support and backing from the Riverside Sheriffs Association, would limit markups to 35 percent above market price. Currently, goods in these facilities are often marked up between 22 and 58 percent compared to average retail pricing, a practice advocates argue exploits families of the roughly 6,000 detainees currently held in California facilities.
